So, the election is over and Jack the Lad is back in Bute House. Our brave new £400 million Parliament building will be occupied during this Parliament.

So what are our wonderful MSP's going to do for Scotland? Since the taxpayer has paid £3 million for each MSP's phone and desk, we're expecting payback.

Well, McConnell said that the electorate had sent Parliament a message and that politicians would have to try harder to rebuild trust.

And so Labour and the Lib Dems carved up the jobs and the big cars and once they finished that, turned their attention to the policies that will make Scotland proud of it's Parliament and it's politicians.

Or did they? Here it is. This is what the excitement is all about.

The traditional first-part-the-post system will be replaced in time for the next council elections in 2007. A single transferable vote (STV) system of PR, which will create multi-member wards represented by three or four members, is planned

 

 

This will improve democracy at the local level.

But will it encourage people to participate in that democracy?

The best thing about this bill is that the entrenched and corrupt labour administrations that have ruled the roost in much of West and Central Scotland will be challenged.

     
Parental orders will be introduced as part of Labour's plans to crack down on youth crime. The sentence for breaking a parental order will either be a fine or a community-based punishment - and even if the fine is not paid the parent will not be sent to jail in the first instance

School tests for five to 14-year-olds will be scrapped while also "simplifying and reducing assessment"   Give me strength. Where is the vision?
     
Class sizes will be reduced to 20 for maths and English in S1 and S2   Good, but where's the vision?
     
Less formal teaching methods will be introduced in primary one  

Fuck naw. No more rule changes dressed up as politics. This is tinkering around at the edges.

A total of 200 schools will be built or refurbished by 2006, rising to 300 by 2009   And ....
     
Teacher numbers will rise to 53,000 by 2007   Good.
     
Free eye and dental checks for all will be introduced before 2007   We're still waiting for the bigger vision thing.
     
The recruitment of 12,000 new NHS nurses by 2007   Aye, but how many are going to leave. Is this a net gain?
     
Health trusts will be scrapped   Politicians have been fucking about with the NHS for 50 years. Leave it alone and give the buggers time to settle down.
     
Tolls will be abolished on the Skye Bridge - as long as the terms for buying back the structure are right  

That's going to make a huge difference to the quality of life in Easterhouse.

The number of households living in fuel poverty will be reduced by 30% by 2006  

What about the other 70%?

Local authorities given a target of recycling 25% of waste by 2006.  

Well seen that the Greens got a few more seats.

This is one of those cynical sops done in the hope that the electorate won't vote Green next time 'cos "look how green we are".

Next time, FirstFoot thinks that the Scottish electorate will have had it's fill of these bawbags masquerading as leaders and vote for radical change.

But we've four more years of mundane town hall politics to endure.
