| The traditional
first-part-the-post system will be replaced in time for
the next council elections in 2007. A single transferable
vote (STV) system of PR, which will create multi-member
wards represented by three or four members, is planned

This will improve democracy at the local level.
But will it encourage people to participate in that
democracy?
The best thing about this bill is that the entrenched
and corrupt labour administrations that have ruled the
roost in much of West and Central Scotland will be challenged.
